The Electoral Census Office is the institution responsible for the formation of the Electoral Census and it is covered by the National Statistics Institute. It exerts its competences under the supervision of the Central Electoral Board.
The Director of the Electoral Census Office is the President of the National Statistics Institute and the Electoral Census Office provincial delegates are the respective ones from the National Statistics Institute.
Competences:
1.- Elaboration of the Electoral Census
1.1. Coordinate the electoral census elaboration process and to such a purpose may instruct the Town Halls and Consulates, as well as those responsible for the Civil Register and the Register of Convicts and Rebels.
1.2. Supervise the electoral census elaboration process and to such a purpose may inspect the Town Halls and Consulates.
1.3. Control and revise the inscriptions and deletions processed by the competent institutions and elaborate a national voters file.
1.4. Eliminate multiple inscriptions of one same voter not detected by the Town Halls and Consulates.
2.- Electoral processes
2.1. Obtain the electoral lists for public exhibition.
2.2. Resolve voters claims.
2.3 Determine the electoral sections, tables and locales.
2.4. Distribute copies of the electoral census to the proclaimed candidates.

Formation of the Electoral Census
The electoral census is made up of the Census of Resident Voters in Spain (CRV) and the Census of Absent-Resident Voters who reside abroad (CARV) and is unique for all types of elections, regardless of their possible broadening for the Municipal and the European Parliament elections.
The electoral census model
The electoral census is permanent and updated monthly.
For each election the census used is the one closed on the first day of the month prior to the date of the election.
