Objectives
The Statistic on scientific research and technological development (R+D) activities arose with the objective of measuring economic and human resources (inputs) destined to these activities, in order to satisfy a dual purpose:
- To provide an instrument for the management, planning, decision making and control of national scientific policy
- To provide statistical institutions with the information they request, obtained in accordance with international regulations which allow to establish comparisons between various crops countries
It also provides the framework for later specific research studies on specific aspects of the research project (such as, for example, the use of state-of-the-art technology in manufacturing, technological payments and revenues, studies on patents, etc.) The objective of this study is the measurement of the national effort in R+D activities, so that it is possible to provide the necessary information for the taking of adequate scientific-technological policy decisions. To this end, the aim is to ascertain information on the economic and human resources destined to research by all the economic sectors of the country.
Methodological aspects
The R+D Statistic in Spain has been prepared following the recommendations issued by the OECD in the Frascati Manual, whose sixth version was published in 2002. This Manual is one of the pillars of the actions carried out by the OECD in an effort to obtain a better understanding of the role of science and technology. Moreover, by providing internationally accepted R+D definitions and classifications, the results obtained from this Statistic comply with the criteria that allows for their international comparison.
This statistic is aimed at companies, public institutions, universities and private non profit institutions that carry out scientific research and technological development activities in any scientific field, including social sciences and humanities, and which are located within national territory.
Since 2002, this study has been prepared in coordination with the Technological Innovation in Companies Survey. The directory is comprised, by a comprehensive section including companies, public bodies, higher education and non-profit private institutions, which can potentially develop R+D activities (either because they have been registered to do so in previous years, or because they have requested public funds for own research projects), and companies with over 200 employees; and by another random section drawn from the Central Company Directory (CCD), providing a final sample of approximately 57,000 companies; The information collection method is a mixed system based on post mailings and interviewer participation, with a significant telephone support for the collection thereof.
Contents of the investigation
Information is requested on R+D activities during the year of reference. Said information makes reference to the number of workers and expenditure amount appointed to R+D activities, their funding, as well as to the university degrees and regional distribution of said persons. Information regarding to the expenditure in R+D purchases carried out by informing units is also collected. The percentage current expenditure breakdown, by type of R+D developed and the socio-economic purpose thereof is also collected.
