International cooperation and technical assistance activities play a key role in the institutional strengthening and development of official statistics. Law 12/1989 on Public Statistical Services grants the INE the preparation and performance of the general plans for international technical cooperation in statistics.
The planning and performance of the cooperation plans are carried out based on the general guidelines envisaged by the Board of Management of the INE and the Master Plan for Spanish Cooperation, compiled by the Ministry of Foreign Affairs and Cooperation.
Pursuant to the cooperation agreement signed in 2004 between the INE and the International and Ibero-American Foundation for Administrations and Public Policy (FIIAPP), the technical cooperation activities of the INE are carried out jointly between both organisations. These activities fundamentally consist of the teaching of courses in-person and online, of study visits and of technical assistance and consultancy.
International Technical Cooperation Programme in the Field of Statistics
The technical cooperation carried out by the INE and FIIAPP in Latin America is formalised via the "International Technical Cooperation Programme in the Field of Statistics". The objectives of this programme are the strengthening and modernisation of Latin American statistics systems via the training and improvement of their human resources. The activities include the organisation of Courses, Seminars, Expert Teams who provide short-term technical assistance, study visits and cooperation activities via electronic mail. From the beginning, this training programme has consolidated its ambition to become a reference point in the training, dissemination, communication and exchange of experiences between official statistics professionals and experts.
When devising the programme of activities, the aim is to respond to the needs of beneficiary countries in the Latin American region within our fields of excellence, by designing specific activities in which the development objectives of our Latin American partners are a priority.
A theoretical focus is combined with the necessary practical references in all the activities and this allows the participants to transfer, apply and multiply the knowledge acquired to their own institutions.
The Courses and Seminars in Latin America that require attendance have been organised in collaboration with the Spanish Agency for International Cooperation and for Development (AECID) via their training centres in Latin America. Furthermore, the programme's on-line training has been organised in collaboration with the Distance Learning Centre for Economic and Technological Development (CEDDET).

Registration on the Seminars and delegate selection
Registration will take place exclusively via official and regulation channels, as explained below. Around one and a half months before the training activities start, a letter of invitation will be sent to the institutions that normally take part in the training activities that we hold (Statistics Offices and Central Banks as coordinators of the national statistics system). Exceptionally, and in relation to the Course or Seminar content, other institutions will be invited.
Those in charge of the aforementioned organisations choose a professional from among the people that work in the areas under study to be proposed for taking part in the Course or Seminar to which the institution has been invited. The organisation should send a presentation letter and registration form to fax no. (+ 34) 91 583 18 23 within the time frame set out in the invitation letter for submitting candidates.
A selection process will subsequently take place in which the professional experience and profile of the candidates will be valued in relation to the Course or Seminar topic. The experience, qualifications and previous level of knowledge of the participants is essential for the group's consistency and uniformity and for them to be able to get the most out of the training activities. Finally, the resolution will be communicated to all institutions that have put forward candidates.
Financing of training activities
With the aim of encouraging extensive participation of Latin American countries in the training activities, the programme generally operates without cost to the beneficiary institutions, funding both the travel and accommodation costs as well as the training costs (registration and documents).
In the Latin American Statistics Training Programme, a total around of 25 grants are offered per Seminar. The INE grant, in the case of Seminars organised in Spain, covers delegates' plane tickets, accommodation from the day prior to the start of the Seminar and until the day after the end of the Seminar, a maintenance allowance per delegate per day, medical insurance, registration and handouts. For Seminars held in Latin America in partnership with the Spanish Agency for International Cooperation (AECID), the latter covers accommodation expenses and maintenance allowances, with the INE covering all other expenses.
Participants
The training activities organised within the framework of this programme are aimed at staff working in Central Statistics Offices, Central Banks and, in general, institutions responsible for the production of official statistics in Latin American and Caribbean countries.
The candidate profile will, in general terms, relate to professional Latin Americans with responsibility, or those who are likely to have responsibility, in the area under study and with the ability to transfer the practice and knowledge acquired during the Courses and Seminars to their respective institutions. The participants should have a university qualification or equivalent. Work experience of at least three years in the area under study is advisable.
Knowledge Transmission Network (KTN)
The KTN coordinates the available training existing in the countries that comprise the CEPAL, for the purpose of taking the most advantage of resources and avoiding duplications in terms of the subjects taught by countries or international organisations. The KTN has a two-year course programme made up of in-person or online courses delivered by the statistics offices or other organisations responsible for the official statistics of the countries, as well as courses organised by international organisations in benefit of the countries in the region.
The training programme of the KTN is designed based on the areas specified in Strategic Plan of the CEA 2005-2015, in the Two-Year Plan of the CEA, and also depending on the specific training needs of the countries as exhibited in the demand questionnaires mailed to them and in different forums. Spain is a member of the Executive Committee of the KTN, together with five other members.
Bilateral and multilateral cooperation activities
Within the framework of the INE-FIIAPP Collaboration Agreement, bilateral and multilateral, technical assistance work groups countries are considered, when requested by these countries. These work groups will last five working days.

Requirements for applying for bilateral cooperation activities
Official application letter for the required cooperation activity, addressed to the INE President and signed by the highest representative of the institution. Requests for cooperation made by the person in charge of the International Relations Department will also be accepted. These should be sent by fax, email or post to the General Deputy Director of International Relations at the INE. Any application for institutional cooperation that is not processed in this way will not be accepted and its viability will therefore not be analysed.
Documentation that should accompany the application letter:
Technical reference terms. A detailed description of the context, characteristics, scope, objectives, main queries and questions and expected results of the activity. A proposal containing dates, place and length of the activity should also be included.
Financial reference terms. A description of the available resources held by the institution making the application for cooperation assistance.
Name, post and brief description of CV, professional experience and current job of the expert/s put forward to take part in this activity.
