Definition
A library shall be considered public when it met the following criteria:- Has a collection of a general nature, offering cultural, educational, recreational and social information services that are accessible to all citizens.
- Offers free and gratis loan and document-consultation services.
- The collections of public libraries are freely accessed and available for loan. However, when necessary, due to security and preservation reasons, access to part of these collections may be limited.
