      (*) It includes people who have applied, but formal qualification have not been recognised and those who have done so, but the procedure of recognition is still pending.
      (**) It includes people who have not applied because they are not aware of the possibilities or the way to do it those who have not requested it because it is not possible to do so and those who state that they have not requested it for other reasons.
