Configuration of the electoral census of foreign nationals resident in Spain (CRF) for the municipal elections and the European Parliament elections of 26th May 2019

On 26th May 2019, municipal and European Parliament elections will be carried out. In said elections will be able to vote:


Citizens of countries of the European Union (EU)

Citizens of the EU, non-Spaniards, resident in Spain will be able to vote in the municipal elections and in the European Parliament elections of 26 May 2019 if they have been previously registered in the electoral census and are of legal age on polling day.

In order to be registered in the electoral census, it is required to be previously registered in the Municipal Register and to have expressed the intention to exercise the right to vote in Spain.

Although the United Kingdom has expressed its intention to leave the European Union on 30 March 2019, according to the agreement of the Central Electoral Commission of 3 October 2018, citizens of the United Kingdom resident in Spain should not be excluded from the formation of the electoral roll for municipal and European Parliament elections, advising those concerned that it is a precautionary measure that will cease to have effect if the separation of the United Kingdom is completed on 30 March 2019.

Statement of the intention to vote

In order to facilitate voter registration, at the end of October or early November the Electoral Census Office (ECO) will send a notification to citizens of the EU resident in Spain with details of their pre-printed municipal register records. The notifications will only be sent to those that the ECO did not contact on the occasion of previous European Parliament and municipal elections (registrations to Padrón after 1 September 2013) and that have not made the formal declaration. This notification includes a telematic process password (TPP) which makes it possible to register to vote online.

Formal statements of the intention to exercise the right to vote in Spain in the municipal elections may be made by post, online or in person in the Municipal Council of residence

a) Via internet:

In order to carry out the formal declaration online, the community citizen must have his/her Foreign National Identity Number (NIE) and the Electoral Census Office (OCE) must have obtained the same number as part of the information received in the Central Register of Foreign Citizens. Applicants must access the "Registration of foreign nationals in the Electoral Census for the 2019 municipal and European Parliament elections" in the National Statistics Institute (INE) Electronic Office, They must also confirm their identity with an electronic certificate associated with the NIE and mark the "wish to vote" option. Those who do not have an electronic certificate and have received the Electoral Census Office letter with a telematic process password (CTT), will be able to carry out the formal declaration confirming their identity with the NIE and CTT received.

This process will be available from 1 November 2018.

b) By post:

Citizens that receive this letter and want to register in the Electoral Census will be able to do so by just filling out the formal declaration found in it, signing it and sending it to the appropriate Provincial Delegation of the Electoral Census Office, by post, which does not require a stamp.

c) At the Municipal Council of the place of residence:

By filling out the formal declaration form (DFA model), available in the Municipal Council.


For the inscriptions to municipal censuses and formal declarations to have effect in the electoral census for the municipal and the European Parliament election on 26 May 2019, they must be carried out by 30 January 2019.
