Electoral Census

The electoral census is made up of:

  • CRV. Electoral Census of Spaniards resident in Cataluña.
  • CARV. Electoral Census of Spaniards residents-absents abroad registered in Cataluña.

Right to vote

Voters of CRV and voters of CARV can participate in this elections. The latter should make a vote request to provincial delegation of the Electoral Census Office of the province of registration.

Current census

In accordance with article 39.1 of the Organic Law on the General Electoral System, the current census for the elections to be held on 21 December of 2017 will be closed on 1 August 2017, covering movements notified by Municipal Councils, Consulates and Civil Registers before that date and occurring before 28 July. Estimated complaints will also be included in this census.

Polling stations

The Electoral Census Office's Provincial Delegations have undertaken the necessary work with town councils to determine the polling stations and premises to be used on 21 December 2017.

On the 3 November the limits of the electoral sections and the corresponding premises and polling station officials will be displayed in town councils and in the Historical Territory's Official Bulletin. From the 4 to 9 November, voters shall be able to make complaints relating to the demarcation carried out, before the Historical Territory's Electoral Board.

The list of polling stations and electoral premises is available online by the Electoral Office from 11 December onwards, and shall be displayed to the public in the respective municipal councils.

Electoral census query and claims

During a period of eight days, from the 3 to 10 November, town councils will have a query service on the current electoral census; lists of voters resident abroad will also be displayed at consulates between these same dates.

From the 3 to 10 November, anybody may make a complaint relating to their census details at Town Councils, Consulates or directly to the Electoral Census Office's Provincial Delegations.

All complaints made will be responded to within three days and the interested parties notified. Those people who are not in agreement with the solution adopted may lodge an appeal before the first-instance judge within a period of five days from notification.

Sending of census cards

The Electoral Census Office issues a census card to all voters resident in Cataluña with their electoral census registration details and they also inform voters of the polling station where they should vote. These cards will be sent from the 24 November.

Any changes to the polling station details that occur after the census cards have been sent, will be communicated to the voters.

Postal vote for voters resident in Cataluña

Voters resident in Cataluña may request a postal vote from the 28 October to the 11 December. To do this, they must fill out a form available at any post office in Spain and send it to the Provincial Delegation of the Electoral Census Office in the province where they are registered. Voters should sign the form and check that the post office official puts the corresponding date and stamp. Voters who request a postal vote are not able to vote in person at the polling station.

Between 1 and 14 December, the Provincial Delegation of the corresponding Electoral Census Office shall send the voter, by registered post, the documentation necessary for them to vote.

Once the documents are received, voters should send their vote to the polling station, by registered post, not later than the 17 December.

Postal vote for voters resident in Cataluña who are temporarily abroad

Voters residents in Cataluña who are temporarily abroad, once elections have been called, and anticipate that they will remain in that situation until polling day, and who wish to take part in the elections, must be recorded in the Consular Registration Register as non-residents and apply for paperwork in order to exercise their entitlement to suffrage from abroad from the corresponding Provincial Delegation of the Electoral Census Office, no later than 22 November. Said application must be submitted in person at the Consular Office or Section of the Embassy (The closest Spanish consulate to their place of abode abroad).

The Provincial Delegation of the corresponding Electoral Census Office sends the voters, to their domicile abroad as indicated in the application, between 25 November and 1 December, by registered post, the documentation necessary for them to vote. This period may be extended to 9 December in the case of there being no candidate appeals. Once the paperwork has been received, voters should send their vote to the polling station, by registered post, not later than the 17 December.

Postal vote for resident-absent voters living abroad, registered in Cataluña

Voters residing abroad who wish to exercise their entitlement to vote in the Elections to the Parliament of Cataluña must submit their application to vote via official form, sent to the corresponding Provincial Delegation of the Electoral Census Office of the province corresponding to the municipality of registration.

The Electoral Census Office has sent information to these voters including the officical application form, which includes the password to online application.

Voting applications must be made by voters from 28 October to 22 November. They can be made either online or sent to the corresponding Provincial Delegation of the Electoral Census Office by fax or post.

To use the electronic application, it is necessary to access the Electronic office of the INE,  Voting application for CERA voters  and to log in both with an electronic certificate associated to the voter's National ID and recognised by the Office, and the password sent in the official form.

The voting application form can be downloaded in Spanish, Catalan and Aran Valley dialect, and sent by post or fax to the Provincial Delegation of the Electoral Census Office corresponding to the municipality of registration in force for these elections.

In all cases, except online application with electronic certificate, one of the following documents must be attached to the application form:

  • Photocopy of the National ID card
  • Photocopy of the passport issued by Spanish authorities
  • Certification of nationality (free issued by the Consulate or Embassy where you are registered)
  • Certification of registration in the Consular Registry (free issued by the Consulate or Embassy where you are registered)

The Provincial Delegation will send the documentation required so that they can vote by post from 25 November to 1 December. This period may be extended to 15 September in the case of there being candidate appeals. Voters resinding abroad can vote in two ways:

A. Personally depositing your vote in the box enabled the Consulate or Embassy where you are registered from 17 to 19 December.

B. Referring the vote by registered mail to the Consulate or Embassy up to 16 December.

Important: Do not send your ballot directly to the Electoral Board. Those ballots that are not received through the corresponding Consulates will be considered null and void.

Resident-absent voters living abroad, which are temporarily in Spain, may apply for the voting application in any Spanish Post Office from 28 October to 11 December. The Provincial Delegation of the Electoral Census Office will send the necessary documentation to vote from 1 to 14 December.

Once the documentation is received, these voter must sent their votes to the Electoral Board, by registered post, not later than the 17 December.

Delivery of electoral census copies to declared candidacies

The representatives of each candidacy may obtain, within two days following declaration of candidacies, from the 25 to 26 November, a copy of the census of resident in Cataluña, ordered by polling stations, to be processed electronically.

The copy of the census of Spaniards residents-absents abroad registered in Cataluña may be obtained it between 2 and 3 December, with available information about request of vote until 1 December 2017.

Voting lists

Once the complaints period has ended, the voting lists are determined and are sent to the polling stations.

Following the complaints period and up until voting day, the Provincial Delegations of the Electoral Census Office may issue specific census certificates at the request of interested parties. A specific census certificate does not constitute an extraordinary means of obtaining registration in the census, rather it is a means of testing that the citizen in question is registered in the current electoral census, even though they do not appear in the copies of census lists available at the polling stations.

Information

During electoral period The Electoral Census Office shall have an information phone line (901 101 900), which will deal with queries made in relation to its activities in these elections. The timetable is the following:

    From Monday to Friday (not holiday) from 9am to 2pm (except 10 November, 17 November and 18 November in which the timetable that will be from 4pm to 6pm and 21 December, the election date, that will be from 8am to 8pm).

Additionally, interested parties may visit the Provincial Delegations of the Electoral Census Office during the same timetable as the information phone line.

The procedures available online are:

• In order to make the online query  on the registration data, one of the electronic certificates published by the Electronic Office of the INE is demanded. Persons who do not have the said digital certificate may not obtain personal data using this means.

The service will be available during the entire electoral process, initially with information from the query census and - once claims have been dealt with - with the voting electoral census.

• Voters can consult, without the need for a digital certificate, their corresponding the polling station and the electoral premises where they should vote, by different search criteria, providing the province, municipality and the initial of the first surname as compulsory fields at the webpage: https://sede.ine.gob.es/consulta_mesas_locales_en.

• Voters can consult the status of the sending of documentation for the postal vote. It is necessary to provide identification (ID or passport) and the date of birth, in the following address: https://sede.ine.gob.es/consulta_voto_correo_en.
