Main results

  • 37.6% of Spanish companies with over 50 employees in the Industry, Commerce and Non-Financial Services sectors participate in global value chains.
  • The European Union was the most frequent destination for all foreign transactions performed by companies participating in global value chains in 2023.
  • Rising raw material costs related to energy supply were the constraint that companies consider to have had the most significant impact on their global value chains during this three-year period.
  • 89.7% of companies that outsourced internationally between 2021 and 2023 had 250 or more employees. The most business function most outsourced Spain was Transport, Logistics and Warehousing.
  • Reducing labour costs was the main rationale for companies to outsource part of their production processes during this period.

In order to explain the progressive phenomenon of the globalisation of the economy—understood as the interactions existing in the production processes of certain goods and services between companies resident in Spain and in other countries—the INE today publishes the new European Statistics on Global Value Chains (ECVG), whose main objective is to measure the entire range of cross-border activities necessary to take a product or service from its initial conception to the end consumer, passing through the different phases of production and delivery .

The target population researched are non-agricultural enterprises engaged in industrial activities, commerce or non-financial services which have 50 or more employees. In total, 19,075 statistical enterprises. 7,157 (37.6%) of these reported participating in global value chains.

Business functions can be understood as the set of tasks that companies must regularly carry out, either internally or through external suppliers, to bring their goods or services to market.

The business functions with the largest presence in 2023 in companies belonging to global value chains were Management and Administration (6,530 companies) and Marketing, Sales and After Sales Services (5,353).

The companies that employed the most people in these companies were Production of goods (991,437 employed) and Marketing, sales and after-sales services (663,514).

The function with the highest number of industrial firms participating in global value chains was Production of goods , whereas in the case of commercial and service companies, it was Management and Administration. The function which had the fewest resident firms participating in the value chains in Trade and Services was Research and Development, while in Industry it was Information Technology.

Outsourcing of the production process outside Spain

The three main reasons that have led companies to outsource part of their production process outside Spain, or to consider doing so even if they did not do so in the end, were the Reduction of labour costs, a Regulation abroad favourable to the company and the Reduction of costs other than labour costs.

In contrast, the three biggest drawbacks that companies conceived of for outsourcing outside Spain were Legal or administrative barriers, Tax issues and Uncertainty about the quality of the products or services provided abroad.

89.7% of the companies that undertook any international outsourcing between 2021 and 2023 were large companies (250 or more employees) and the remaining 10.3% were medium-sized companies (50 to 249 employees).

Of the companies that outsourced outside Spain, 48.3% were in Industry, 41.4% in Sector Services and 10.3% in Trade.

On the other hand, 93.1% of the companies that outsourced internationally did so to companies belonging to the same business group, among others companies. 37.9% outsourced a certain business function to companies outside their own group.

The business function most frequently outsourced internationally in the period 2021-2023 was Transport, Logistics and Warehousing (69.0%). 24.1% of the companies that outsourced this function outside Spain did so to companies outside their business group and 65.5% within their group. The second most frequent business function outsourced internationally was Management and Administration (34.5% of companies, 20.7% outsourced to companies outside the group, and 27.6% to companies within their own group). Both options can overlap within the same company.

Regarding the geographical areas where international outsourcing took place, EU Member States were predominant (69.0% of companies), followed by India (27.6%) and Other European countries (20.7%).

Global Value Chain Results

The most frequent destination for the trade of goods and services abroad was the European Union: : 5,250 companies bought and 4,667 sold goods in EU countries, while 1,472 acquired services and 1,178 supplied them there.

As regards the Purchase of Goods abroad, Raw materials used in the production process was the type of goods purchased by the largest number of companies, specifically by 3,643. For the Sale of Goods, it was Goods designed by the buyer for resale, with 2,767 companies.

The Marketing, Sales and After-sales Service led in both foreign acquisitions, purchased by 848 companies, and services supplied outside Spain, performed by 662 companies.

Constraints and difficulties

31.4% of companies considered Rising raw material costs related to energy supply in the 2021-2023 three-year period as a Very important constraint for their global value chains.

In turn, 28.3% considered Rising costs of raw materials, intermediate and final goods in existing supply chains, other than those related to energy supply, and 18.3% considered Shortages of supply in existing supply chains for raw materials, final and intermediate goods and services as a very important constraint.

In contrast, the events that had the least significant impact on companies participating in global value chains were The effect of sanctions on Russia (7.0%), Restrictions related to environmental policies (9.0%) and Limitations and restrictions related to COVID-19 (18.1%).

The changes to global supply and value chains reported as most relevant(Very important or Moderately important) in the study period were Increasing digitalisation of processes within the value chain (30.0%), Finding new suppliers or buyers within the EU (24.7%) and Focusing on more reliable suppliers, reducing the total number of suppliers or reducing orders from other suppliers (21.5%).

Data revisions and updates

The data published today are final. All results are available on INEbase.

In accordance with the Commission's Delegated Regulation (EU) 2023/137, the INE has begun to work on incorporating the new National Classification of Economic Activities CNAE-2025 in all its statistical operations.

In the case of the Global Value Chains Statistics, the first publication of results applying CNAE-2025 will take place in 2028.

Methodological note

Regulation EBS (EU) 2019/2152 of the European Parliament and of the Council of 27 November 2019 and a subsequent specific implementing act, Commission Implementing Regulation (EU) 2022/918 of 13 June 2022, establish that information on the participation of companies in global value chains should be obtained.

The aim of the Global Value Chains Statistics (GVCS) is to provide information on Spanish companies whose production processes involve more countries. The aim, therefore, is to find out the degree of globalisation of today's economy. Data shall be collected triennially for a reference period of three years.

Information is provided on three areas of interest: Business Functions, Global Value Chains and Outsourcing. The first focuses on the number of enterprises and staff employed by activity sector in each business function in the last year of the reference period. The second, on the number of companies that traded abroad in the final year of the period analysed, whether in goods or services, broken down by activity sector, type of goods or services traded, and geographical area, as well as the events and the most influential changes that occurred during the period, by degree of importance. Finally, the third section analyses international outsourcing activity during the three-year period under study by the percentage of companies that outsourced internationally, by activity sector, size, type of business partner, and geographical area, as well as the rationale and barriers that influenced the process.

The results of these statistics are compiled on the basis of the information collected in the module on Global Value Chains (GVC) sent as an annex to the Structural Business Statistics (SBS). This information is completed with the data received on Value Added Tax (VAT) and the International Trade in Goods Statistics, both provided by the State Tax Administration Agency (AEAT), together with the results of the International Trade in Services survey, which is produced by the INE.
