Statistics on the Convicted Population: Adults / Minors

  • The adult population convicted with a final sentence recorded for all types of offences committed in 2025 or previous years fell by 0.2% in 2025. The number of minors convicted decreased by 1.8%.
  • The most frequent offences committed by the adult population involved road safety (22.4% of the total), injuries (17.3%) and theft (16.4%).
  • The adult population convicted with a final sentence for offences committed in 2025 or in previous years against sexual freedom increased by 15.1%. The number of minors convicted grew by 6.2%.

Adult Convicted Population

During 2025, 306,237 convicted adults (18 and over) with a final sentence were registered in the Central Register of Convicted Persons for all types of offences committed in 2025 or previous years, which was 0.2% lower than the previous year.

In 2025, 80.0% of convicted persons were men and 20.0% were women. The number of registered men remained nearly stable compared to the previous year (less than a 0.1% decrease), while the number of registered women fell by 0.8%.

Absolute values and variation rates

The rate of convicted persons per 1,000 inhabitants aged 18 and over was 7.4. For men it was 12.2 and for women 2.9.

By age, the highest value was reached in the age groups 21 to 30 years, with a rate of 14.4 per 1,000 inhabitants.

Most of the people convicted in 2025 were Spanish nationals (70.2%). Nevertheless, considering the rate per 1,000 inhabitants aged 18 years and over, the rate of foreign nationals (15.3) was 2.5 times higher than that of Spanish nationals (6.1).

Out of the total convicted population, 73.9% were convicted for a single crime and 26.1% for more than one.

Registered crimes and their typology

In 2025, 461,224 crimes committed were registered, 1.2% more than the previous year. According to their typology, those with the greatest incidence were crimes against road safety (22.4% of the total), injuries (17.3%) and thefts (16.4%).

The average number of offences per convicted person was 1.5.

Offences by place of conviction

The highest rates of crimes committed by convicted persons over 18 years of age per 1,000 inhabitants were in the autonomous cities of Ceuta (21.3) and Melilla (15.1), and in Illes Balears (14.3).

On the other hand, Castilla-La Mancha (8.9), Comunidad de Madrid (9.1) and Galicia (9.7) presented the lowest values.

Convicted Minor Population

During 2025, 13,245 convicted minors (between 14 and 17 years of age) were registered in the Central Register of Sentences for Criminal Responsibility of Minors with a final sentence, for all kinds of offences committed in 2025 or previous years, which represented a drop of 1.8% compared to the previous year.

80.5% of convicted minors were male and 19.5% were female. The number of young men registered decreased by 0.8% and young women by 5.9%.

Absolute values and variation rates

The rate of minors convicted per 1,000 inhabitants aged 14 to 17 years old was 6.2. For young men it was 9.6 and for young women 2.5.

By age, the 17-year-old age group had the highest rate (7.1).

The majority of the convicted minors were Spanish nationals (78.5%). Nevertheless, the rate per 1,000 inhabitants ages 14 to 17 was slightly less than double for foreign nationals (10.2) than for Spanish nationals (5.6).

Of the total number of convicted minors, three out of five (61.1%) committed a single criminal offence. And two out of five (38.9%) committed more than one.

In 2025, a total of 24,279 criminal offences committed by minors were registered, 1.1% fewer than in the previous year. All of them were crimes.

By type of crime, the highest incidence were injuries (33.4% of the total), robberies (15.0%) and threats (9.4%).

The average number of criminal offences per convicted minor was 1.8.

The highest rates of criminal offences committed by convicted persons per 1,000 inhabitants between 14 and 17 years of age were in the autonomous cities of Ceuta and Melilla (with 114.8 and 54.6, respectively) and in Principado de Asturias (23.4).

In turn, Comunidad de Madrid (6.9), Castilla-La Mancha (7.3) and Región de Murcia (7.8) registered the lowest figures.

Population convicted of sexual offences (adult and minor)

In 2025, 4,531 adults were registered in the Central Register of Sex Offenders with a final sentence for crimes against sexual freedom committed in 2025 or previous years, which was 15.1% more than in the previous year. By sex, 97.6% were men and 2.4% were women.

In the case of minors, 584 were convicted, 6.2% more than the previous year. 97.1% were men and 2.9% were women.

Adults committed 6,210 crimes, 18.7% more than in 2024. Of this total, 1,461 were sexual assaults on minors under 16 years of age, 63 of which were considered rape; and 3,146 were sexual assaults on victims aged 16 and over, 131 of which were considered rape. The class of crimes that increased the most in percentage terms was the rape of victims aged 16 and over.

For their part, minors committed 841 crimes, 1.9% more than in 2024. Of this total, 491 were sexual assaults on minors under 16 years of age, 70 of which were considered rape; and 250 were sexual assaults on victims aged 16 and over, 31 of which were considered rape. The class of crimes that increased the most in percentage terms was the rape of victims aged 16 and over.

Methodological note

Conviction Statistics: Adults and Conviction Statistics: Minors, are prepared under the Collaboration Agreement signed between the Ministry of Justice and the National Institute of Statistics (INE) on 3rd July, 2007, updated and renewed on 21st November, 2017.

The aim of both statistics is to provide detailed information on convicted adults, using confirmed sentencing, crimes committed and sentences imposed at the national, regional and provincial levels broken down by sex, age and nationality; as well as on convicted minors, criminal offences committed and measures imposed, also at the national, regional and provincial levels and broken down by sex, age and nationality.

The Penal Code reform in July 2015, in the case of adults, eliminated misdemeanours, turning them into minor crimes, meaning that the increase in the number of convicted persons and in the number of penalties is due in part to the inclusion of these new crimes. This should be taken into account when interpreting time variations in the data.

In addition, as of 2017, more detailed information on sexual offences has been provided for both adults and minors.
