The MSCO defines the objectives, the research scope, the research variables and the basic plan for the use of the results. This implies the write-up of the questionnaires, definitions of each of the variables, definition of the structure of the tables and of the final report and the criteria for categorising the classification variables. It also passes the final report of the ENS, agrees on the presentation of the data with the INE and is responsible for granting microdata.
The INE prepares the technical project, the sample design, the questionnaires and the rest of the documentation necessary for the data collection, and teaches training courses to survey inspectors and to interviewers. It also carries out the data collection, recording of the questionnaires, filtering of the data, programming of the preview and final results tables, the sampling error tables and compilation of the descriptive reports on the performance of the work.
