Calculation method
  • Chapters 1 to 97 of the Harmonised System are taken into account in the Single Administrative Documents for imports (goods entering the customs territory of the Union and declared to Spanish customs authorities) cleared in the reference year.
  • The analysis is limited to the procedures relating to release for free circulation and consumption (codes 01, 07, 40, 42, 43, 45, 48, 49, 61, 63 and 68).
  • To standardise the calculation, specific duties are converted to their ad valorem equivalent using the unit value method. Both values are then added together to obtain the total ad valorem average for each chapter.
  • The final indicator is determined by weighting the average rate for each chapter according to the statistical value or economic weight of the imports declared under that chapter.

Observations

This indicator is derived from the databases of import customs declarations, managed by the Department of Customs and Excise of the State Tax Administration Agency. These tax (customs) databases compile the import declarations submitted by taxpayers. Data relating to the tariff rate are extracted directly from the information provided in these declarations.
